A decree classifies e-cigarettes as tobacco products in Panama. The sale, advertising, promotion and sponsorship, distribution, importation and use in public places of e-cigarettes with or without nicotine is prohibited. As such, it is currently illegal to bring e-cigarette products into the country, even for personal use.
Although many people have had no issue bringing their equipment into the country, we advise that you leave your e-cigarette equipment at home.
There are currently a small number of stores selling e-cigarette products to be found in Panama City. Due to the laws regarding the sale of these products in Panama these have not been listed here.
