E-cigarettes are currently legal in Romania, and the strict ban on smoking in public places does not currently apply to the use of e-cigarettes, except for on public transport.
In 2016, Romania implemented a tax on all e-liquid of €0.10 per mL. This tax does not seem to have been absorbed by retailers, and as prices in Romania are already high for all e-cigarette products you can expect to pay much higher prices for e-liquid here.
There are a large number of shops situated in Bucharest, although there are only a few in other parts of the country.
Romania now abides by the EU TPD, and as such, nicotine content of e-liquid must be less than or equal to 20mg/mL, single use e-cigarettes as well as e-cigarette tanks must not exceed 2mL, and volume of refill bottles must not exceed 10mL.
