E-cigarettes are currently legal in Portugal, but are now regulated by Law no 37/2007 of 14th August, meaning the use of them in certain public places (wherever smoking is prohibited) and on public transportation is strictly prohibited.
Vapers who violate the no-smoking law can be fined up to €750 (USD$892) and establishments which permit illegal smoking can be fined up to €250,000 (USD$297,000).
In January 2017, Portugal implemented a tax on all e-liquid of €0.60 (USD$0.71) per mL, which is the highest in Europe. E-liquid prices still seem to be quite reasonable though, so most retailers may have absorbed this tax.
Portugal abides by the EU TPD, and as such, nicotine content of e-liquid must be less than or equal to 20mg/mL, single use e-cigarettes as well as e-cigarette tanks must not exceed 2mL, and volume of refill bottles must not exceed 10mL.
