There are currently a handful of vape stores in the Maldives, and many personal reports online that claim that you should not have any trouble bringing e-cigarette products into the country or using them during your stay.
If you are visiting the Maldives during Ramadan, ensure you do not vape in public so as to not receive public criticism from the locals.
