Japan is home to a thriving vaping scene, and retail stores can be found in abundance in most major cities.
Although, nicotine-containing e-liquids are classified as medicinal products and are regulated under the Japanese pharmaceutical affairs law. No medicinal e-cigarettes have yet been approved, meaning you will not find nicotine e-liquid in any retail or online store in Japan.
The Ministry of Health, Labor and Welfare issued a statement permitting the private importation of medicinal e-cigarettes (nicotine-containing), provided it is for private use only and the amount is less than one month supply, so ensure you bring enough with you for the duration of your trip.
