As of a 2014 report on Niger by the World Health Organization there are currently no bans or regulations on e-cigarettes.
Although, we suggest that you at least abide by current smoking laws until further information is gathered from the embassy. (Available in the tab below)

Niger became a Party to the WHO Framework Convention on Tobacco Control on November 23, 2005.
Smoke Free Places: Designated smoking rooms are allowed in all indoor public places and workplaces, except in educational institutions and health facilities. Smoking is prohibited on all means of public transportation.
